Hanworth PC Minutes November 2021

Minutes of a Meeting of Hanworth Parish Council in Hanworth Memorial Hall on

Wednesday 2nd February 2022 at 7.00pm

 

Present: Gill Wilton, Sally Martin, Gill Catling, Robert Ranger, Cllrs Saul Penman (NCC), John Toye (NNDC), Peter Low, Tony Hadlow, Dee Holroyd (Clerk).

 

1.     Apologies for Absence:  Sue Francis, Charlie Penrose

 

2.     Co-option of Member of Parish Council:  All members of the PC agreed to the co-option of Peter Low.  PL took his seat at the table.

 

3.   Declarations of Interest Sally Martin, item 9.

 

4.   Cllrs Saul Penman and John Tye: Cllr CT reported:

Council tax will be raised this year by about £5.  Car park fees will also go up by 10-20p per hour (season tickets are available).

A plan for the environment is about to go before the Council. Miyawaki forests, which  grow faster and absorb more carbon, are being planted.  Offers of help always welcome.

NNDC is introducing a walking and cycling plan in North Norfolk.  JT would ask parish councils for ideas for routes.

Cllr Saul Penman reported that NCC would probably sanction a 2.99% increase in Council tax.  There would be some cuts to services.

A Highways budget of £10,000 is available to each County Councillor. HPC should let Cllr SP know if there are any Highways problems lying outside the normal Highways remit, which needed to be addressed.  The gate across the road leaving the Common at the Hanworth Hall end needed replacing.

The expansion of North Walsham and the Local Plan.  JT confirmed a new road connecting the Norwich Road with the Cromer Road and new infrastructure would be built.

SP was thanked and left the meeting at 7.25.

 

6     Minutes of the Meeting held on 5th May:

were agreed and signed by the chairman.  Proposed GC seconded RR.

 

7.   Matters Arising:

County Broadband:  This was a way of bringing superfast broadband to all houses within a village.  Installation was dependant on enough people signing up. CB were giving presentations to villages.

 

  1. Phone Box: Allowance had been made in the Budget for repair.   The box needed  levelling and re-painting. Tony Hadlow might be able to do this with assistance. GC asked about putting a defibrillator in the box.  JT suggested a grant might be available for up to 90% of the cost.  A defibrillator would require monthly checking and training would be available.

 

  1. NNDC Local Plan. Ten houses would be put up in Aldeborough.  Houses were planned for North Walsham, Cromer and Fakenham, but would not affect Hanworth.  Mark Atwell, Planning Policy Manager, NNDC would give a presentation.  JT would find a central location where a joint meeting of the PCs he represents, would be held.

 

 

  1. Planning EF21/3478 SM declared an interest. The application was to rebuild Taylor`s Lodge, Gunton Park on, but slightly exceeding, the footprint of the original cottage.  All agreed that that the PC supported this proposal.

 

11.                        Platinum Jubilee Celebrations:  The meeting was closed to allow suggestions from the floor.  Tony Hadlow suggested a joint approach from the Commons Committee, the Memorial Hall Committee and the PC and perhaps Sustead PC.  An evening function was preferable and could be advertised on notice boards, on the church door in Gunton Park and the Hanworth Herald. A suggested date for a bar b q and bonfire was Friday 3rd June.  GW asked for a meeting date to be arranged.

 

 

 

 

 

 

 

 

 

  1. Financial Report:  the clerk reported a current credit balance of £3,000.  The precept was due in April.  RR asked for another signatory to be put in place. GC volunteered.

 

  1. Any Other Business: the path up Emery Lane had been registered.

 

Sewers:  GW read a letter from Anglia Water.  Possibly planning could begin next year.

 

Grit Bins.  The one at the junction with the A140 would be removed.  One could be placed outside the church, perhaps using money from Saul Penfold`s fund.

 

Sally Martin reported an improvement in behaviour of drivers in White Post Road, and mentioned the great success of the appointment of Heather Butcher, as vicar to Hanworth.

 

CAB appeal.  It was felt that PC money belonged to and should be used for the benefit of Hanworth residents.  No donation to be made.

Hanworth P C Minutes – August 2021

Minutes of a Meeting of Hanworth Parish Council held on

Wednesday 4th August 2021 at 7.00pm in Hanworth Memorial Hall

Present:  Gill Wilton (Chairman), Robert Ranger (Vice-Chairman), Gill Catling, Charlie Penrose, Dee Holroyd (Clerk), Cllrs Saul Penfold (NCC), Cllr John Toye (NNDC), six Hanworth residents

  1. Apologies for Absence: Sue Francis, Sally Martin, Jenny Sackin.
  2. Any Other Business (Item 7 brought forward): GW thanked those present for coming.  There was discussion on the pre-planning application on the adjacent to The Old Post Office, Norwich Road, Hanworth (Ref:IB/21/1796.

A pre-consultation had taken place.  The developer had sent GW a plan, which was circulated.  Local residents expressed concern that:

  1. The proposed development for up to 47 lodges and caravan pads, was on green field land.
  2. This was a treeless site, so there would be a detrimental visual impact on the surrounding area.
  3. The development would adversely affect the adjoining private house to the very great concern of the owner/occupier.

The Parish Council comments were:

  1. The impact of the extra traffic exiting from the site, via the Aldborough Road onto the busy A140. JT would ask Highways to look into this.
  2. The `natural lake` was situated on raised ground, requiring an artificial liner.
  3. The position of the site made it unsuitable for holiday use.
  4. Development might lead to the installation of a new roundabout, impacting on the area, which is of outstanding natural beauty.

 

Cllr John Toye, who is on the Development Planning Committee and the Built Heritage Working Party Committee, advised the meeting that he would look into this pre-application and discover why the Parish Council had not been informed.  There is a current planning policy in place to discourage new tourist development in North Norfolk.

While it would be helpful for a letter stating objections to this proposal to be sent now, if a full planning application was put in, then the more letter received by the Council, the stronger and more effective the impact from the public would be.  GW would write now.

The Hanworth residents left the meeting at 7.40pm

  1. Cllr JT gave his report:

Extra care housing/affordable housing had been built in Fakenham.  JT confirmed that shared ownership houses could only be sold back into the scheme.

NNDC had bought 14, with a 15th in the pipeline, temporary houses to prevent homeless people from having to go into b & b accommodation.

Zero carbon houses had been built in Walcott.

The new swimming pool in Sheringham was delayed due to difficulty in obtaining materials, but would open soon.

Extra parking had been made available in Cromer (NNDC car park) and Sheringham (Beeston School Playing Field) with bus service to the town.

Wheelchair access to the beach was now in place with one changing area for the disabled and another planned.

A new director of Place and Planning had been appointed.The question of a second home being created within a private garden was discussed.  JT confirmed that he could ask the enforcement officer to look at any such case without the need for neighbour involvement.

JT left the meeting at 7.50pm

 

Cllr Saul Penfold introduced himself as both a County and District Councillor for the Worsted Ward.

He advised the meeting that a Sustainable Communities Grant was still available with a fast track scheme for claims of up to and including £1,000.  GW thought the Memorial Hall might apply for such a grant for solar panels.

SP had attended full Council Meeting on the completion of the Northern Distributor Road.  This would have a detrimental environmental effect.  Voting had been in favour, most of the two hunded million pound cost coming from central government.  NCC would still have to raise forty million pounds, which could only come from cuts.

SP had joined the Norfolk Museums Committee.  GW expressed her concern about lack of disabled parking at the Castle Museum. SP would investigate.

SP had joined the Audit and Employment Committees.  A report on the census had shown a 97% response for Norfolk.

Poor Broadband coverage in Norfolk was under discussion.

SP confirmed that fly tipping was a County Council responsibility.
