MINUTES OF AN ANNUAL MEETING OF HANWORTH PARISH COUNCIL

HELD FOLLOWING THE ANNUAL PARISH MEETING

IN HANWORTH MEMORIAL HALL

ON WEDNESDAY 4th MAY 2022

 

 

Present: As for the Annual Parish Meeting

 

  1. Election of Chairman: Gill Wilton stood down and was unanimously elected Chairman. Proposed SM, seconded CP.  Charlie Penrose was elected Vice-Chairman, proposed BR seconded GW.
  2. Co-option of new Parish Councillor: Stephen Francis was unanimously elected, proposed SM, seconded CP.  SF joined the Council meeting.
  3. Declarations of Interest: none

Cllrs Saul Penfold:

  1. a) SP told the meeting that the Lib Dems and all opposition groups at County Hall had walked out of the Full Council meeting on 11th April in protest at the administration’s decision not to award holiday meal vouchers to eligible children and not to allow an emergency debate on the issue at Council. The Lib Dems had also boycotted the Chairman`s Civic Reception.
  2. b) The Conservative group at NCC has abolished the role of member champion for mental health, which in the past was a cross party appointment, as all member champions were. All opposition groups opposed the abolition of this role. It was particularly hard hitting when Norfolk mental health provision has very recently been rated the worst in the county by the CQC, together with the ongoing effects of the pandemic on mental health.
  3. c) NCC was being asked to declare a climate emergency by SP at next Full Council on 10th May and he was bringing a motion to Council to this effect. He has asked school and college pupils for their input and opinions on this, which has proved invaluable.

  1. d) SP confirmed that he would pay for a new gate at the Hanworth Hall entrance to the Common (£650) from his Highways Local Member Budget (HMB).  This had been ordered.
  2. e) SP could cover the cost of two grit bins out of his 2022-23 LMB.
  3. f) SP will seek more adequate notice on road closures, although the work was often contracted out, creating another tier of correspondence.
  4. g) GW asked if the cattle grids could be cleaned out in April, which is when the cattle come on, rather than in May.

 

  1. Minutes of the Parish Council meeting held on 2nd March: were agreed and signed by the Chairman, proposed CP, seconded SM.
  2. Matters Arising: had been dealt with above.
  3. Finance: a) The clerk reported a current credit balance of £3,660, no payments had been made in the current financial year.  B) Audit and Cash Book.  Both were approved and signed by the Chairman, the Clerk and BR.
  4. Platinum Jubilee: it was agreed that Jubilee tins, filled with biscuits, should be given to all children, mugs proving too expensive.  The PC would pay for meat for the barbeque, SM hoped to get a donation of venison burgers.  A budget of £250 was agreed.  SM asked for a poster for Hanworth Church.  SM would ask Gerard Stamp to design something (GW to provide details).  Fliers would be put through every door.  GW confirmed the barque was only for Hanworth residents.

Minutes of Hanworth Village Meeting May 2022

MINUTES OF AN ANNUAL HANWORTH VILLAGE MEETING

HELD ON WEDNESDAY 4th MAY, 2022 AT

7.00pm IN HANWORTH MEMORIAL HALL

 

Present:  Gill Wilton (Chairman Hanworth Parish Council) Robert Ranger (Vice Chairman), Sally Martin, Charlie Penrose,(members of the Parish Council), Dee Holroyd (clerk to the Council). Cll Saul Penfold.

2 Hanworth Village residents.

 

 

  1. Apologies for Absence:
  2. Address by Chairman of the Parish Council: GW welcomed everyone to the meeting.  We have now got over the pandemic and a good WhatsApp group had been formed.  It is still hoped to bring mains drains to Hanworth and some exploratory work will be done by Anglia Water.
  3. The Memorial Hall is coming on well but the cost of some materials has tripled and funding is now about £30,000 short. More fund raising will have to be done.
  4. Jubilee Celebrations: There will be a barbeque on Friday 3rd June at 6.00 at the Memorial Hall.  Tickets are being sold for £2.  There will be a licenced bar.
  5. Public Questions: SM asked what the Council thought about the current block on planning applications.  These were brought about by government ruling following input from Natural England, to prevent run off into water courses.  NNDC was working on understanding them and Cllr SP thought these restrictions would be lifted next month.  Anglia Water will be asked what investment they will put in to bring about improvements.
  6. Nicola Cuttill is raising money for the defibrillator, £660 to date. A working party was needed to repair the phone box before it can house a defibrillator.  It was believed at least four residents would be willing.
  7. A new notice board would be made for Gunton Church.

8..Financial Report:   GW had already covered most of this.  The clerk told the meeting that the PC income came from the Precept of £2,300, which had not been raised for three years.  Current PC spending was just under income at £1,967. Precept increase of £200 to £2,500 had been agreed.  Current credit balance was   £3,660

Tribute to Her Majesty Queen Elizabeth II

Hanworth Parish Council joins the people of the United Kingdom in mourning the passing of a very great Queen, a very great lady, a wise leader and much loved family member.  Most of us cannot remember a time when she was not in our lives and none of us will see her like again.
