Meeting: 14th November 2018

Minutes of a Meeting of Hanworth Parish Council held on Wednesday 14th November 2018 at 7.30 pm in Hanworth Memorial Hall

Present:  Gill Wilton (Chairman), Charlie Penrose, Jenny Sackin, Elizabeth Thompson, Dee Holroyd (Clerk).

  1. Apologies for Absence: Sally Martin, Robert Ranger.
  2. Minutes of the Meeting held on 1st August: were approved and signed by the Chairman (proposed ET, seconded JS).
  3. Matters Arising: (i) The Website was up and running, demonstrated by JS. (ii) Nothing more had been heard re planning for the potato store at Glebe Farm Hanworth.  (iii) Nothing more had been heard re the re-installation of the bottle bank.
  4. Finance, Precept & Budget 2019-20: The clerk reported a current credit balance of £3553.  A budget was agreed showing an anticipated November 2019 balance of £2820.  The Precept to remain at the present level of £2300 (including a small NNDC grant).  The Precept application was signed by the Chairman and the Clerk. Cheques £230 (clerk and office) and £300 (new website) were signed. A £400 donation to Hanworth Church was agreed and a cheque signed.  DH would ask Richard Church to carry out work on the trees as agreed.
  5. Correspondence received: David Attew had confirmed that a survey on the Memorial Hall was to be carried out (paid for by the Norwich Diocesan Board).  It was hoped that the roof, kitchen and drains might all be brought up to date.  A meeting of the Memorial Hall Committee would take place on 22nd  GW would ask Sally Martin whether she could attend.
  6. Any Other Business: A planning application at 24 The Common had been received. A site visit by members of the PC had been made and subsequent comments to NNDC had requested that the cottage should not be demolished (as in the application) but restored and renovated.
  7. The date of the next meeting: Wednesday 13th February 2019.

Meeting: 1st August 2018

Minutes of a Meeting of Hanworth Parish Council held on

Wednesday 1st August 2018 at 7.30pm in Hanworth Memorial Hall

Present:  Gill Wilton (Chairman), Sally Martin, Robert Ranger,  Elizabeth Thompson, Dee Holroyd (clerk).

  1. Apologies for Absence: Sue Francis, Charlie Penrose, Jenny Sackin
  2. Minutes of the Meetings held on 2nd May 2018: were agreed and signed by the Chairman, proposed SM, seconded LT.
  3. Matters Arising: (i) Website;  GW and RR would send some pictures to Jenny Sackin and SM suggested some of Gunton be included.
  4. Finance: the clerk reported a current credit balance of £3460 after all accounts paid. An invoice was expected for tree work of about £300.  A letter from the Hanworth PPC was received and would be dealt with at the November meeting, together with the budget for the coming year.
  5. Correspondence received: The proposed new potato store at Glebe Farm was discussed.  This would be a large building, probably used for storing potatoes from other farms.  The PC was only concerned with the extra traffic movement this might generate.  This is a conservation area and BR suggested there might be a weight limit on the small roads. (ii) Local Plan: none of the areas of grass within the parish are in need of protection as they are all registered.
  6. Any Other Business: (i)Signs:  concern was expressed about the number of signs used to advertise on the B140.  Some were left up after the event was over.  BR asked whether Highways owned a metre on either side of the road.  Mike Attew had been asked not to encourage signs on his land adjacent to the road. DH to write to Highways regarding the number of signs and to copy to Cllr John Timewall. (ii0 SM questioned the mowing of the grass to a short level in White Post Road.  This was done by Mike Attew to tidy up the approach to his camping site. (iii) Memorial Hall:  SM suggested events to fund raise. This is up to the Memorial Hall Committee.  DH to write to David Attew to ask whether some restoration work was in hand.  SM believed there was  a lot of good will towards the restoration of the hall. (iii) DH to write to David Attew to ask him to restore the bottle bank which had been situated in the Memorial Hall car part.
  7. Date of next Meeting: Wednesday 14th November 2018.

Meeting: 2nd May 2018  –  Parish Council Meeting followed  the Annual Parish Meeting

Minutes of an Annual Meeting of Hanworth Parish Council

held  in Hanworth Memorial Hall on Wednesday 2nd May 2018 following the Annual Parish Meeting

Present:  Gill Wilton (Chairman), Sally Martin, Charlie Penrose, Jenny Sackin, Liz Thompson, Dee Holroyd (Clerk).

  1. Election of Chairman: the Chairman stood down and was immediately and unanimously re-elected.  Proposed JS, seconded SM.
  2. Apologies for Absence: as for the Parish Meeting.
  3. Minutes of the Meeting held on 7th February: were agreed and signed by the Chairman.  Proposed JS, seconded CP.
  4. Finance: The cash book and audit were agreed by all present.
  5. Matters Arising: (i) GW had attended the Local Development Plan Meeting.  Design, landscaping and building fabric used on any planned Community Housing should be such as will fit in with the local area. (ii) Under permissive Development, a prior notification of a development of a very large Potato Store (height 10 metres) at Glebe Farm, White Post Road.  It is believed that this will be for a co-operative use as the building would be too large to store the tonnage of potatoes which could be grown on Glebe Farm land.  This means lorry accessing the site, using small, local roads and which is within an area of outstanding natural beauty.  The PC agreed that before making any comment more detail was needed.
  6. Any Other Business: (i) Website:  It was agree to pay £20 extra a year to have the site SSL certified.  A good background photograph was needed.

Gill Wilton would supply as list of names such as the Church Warden, Commons Committee, Parish Council Chairman and Clerk.  (ii) Trees, some more work had been done on the fallen branch and Richard Church will do a survey of to show what else needs attention.

Minutes of Hanworth Annual Parish Meeting held on

Wednesday 2nd May 2018 at 7.00pm in Hanworth Memorial Hall

Present:  Gill Wilton (Chairman), Sally Martin, Charlie Penrose, Jenny Sackin, Liz Thompson, Dee Holroyd (Clerk).

  1. Apologies for Absence: none received.
  2. Graham Connolly, NNDC: Community Led Housing< Hanworth:  GC explained that the village has a growing number of commercial holiday homes as well as weekend cottages.  They would talk about what the Council is doing to help young people buy properties in their area.  A presentation was circulated.  There are approximately 50,000 second homes in the district which push up prices, forcing local buyers to borrow up to 11 times their income when purchasing a home.  A map was circulated showing the distribution of second homes, up to 50% in some areas.  Hanworth has 25 holiday or second homes, nearly 25% of housing.  Rental costs were also locally high.  There were no affordable houses in the area and 80 applicants, with a connection to Hanworth, were seeking homes.  The criteria for affordable housing is that they should not be isolated, with at least 10 adjoining homes in the immediate vicinity and good road access.  Land purchased for affordable housing would be purchased for a low price or could be leased. Houses would be built in a way which made them very cheap to run.  No suitable land in Hanworth had been identified.   Community led housing offers a way to meet the needs of the whole community.  Funding is available, income can be created.  One reason for the visit this evening was to obtain views of local residents and to learn the availability of potential land available.  GC asked for public questions.
  • Kit Martin asked whether affordable houses have to be in large groups. GC: some housing associations built as few as two affordable homes. (ii) Gerald Stamp asked whether, as a general policy, brown field sites were preferred. GC: Yes.  (iii) ?  Has the Council taken into consideration the large increase in housing at Gunton. GW reassured the village that there is currently no land identified for affordable housing, but if any was, it was better used for affordable, rather than holiday housing. There are currently two possible homes, which could be rebuilt as affordable houses.  If affordable homes were built, would there be control as to design.  Local people would be consulted to ensure such houses blend in.

The Chairman thanked GC for his presentation the meeting and explained that the idea of the presentation was to allow Hanworth residents to be well aware of any future plans for development in this area. GW reminded the meeting that there were no mains drains in the area, water pressure was low and the electricity supply weak.  GC left the meeting.

  1. Address by the Chairman of the Parish Council: GW reported (i) the PC had received a grant which enabled them to buy a laptop and to create a website, shortly to be completed.
  2. Finance: the annual precept, raised party from local council tax was largely spent on keeping trees on the Common in a safe condition.
  3. Public Questions: David Attew told the meeting that the War Memorial Trust had agreed to pay £1500 towards the cost of a full of a full survey in May. including  up to the point of tender.  The Village Hall Committee would pay the remaining £800.  A grant of up to £30,000 could be available to repair the main/original body of the hall.  A seminar in May would explain the grant process.  Other grants for the kitchens, cloakrooms and snooker room built in 1959 (a survey had shown that about half the people asked would like to retain this room) would have to be applied for. £15,000 might be available from Big Society.  A business plan, not necessarily profitable, would have to be put together and it should be shown that the hall was regularly used.  The Village Hall Committee had a credit balance of approximately £8,000.  Quiz nights, another marathon and a promised donation from a local land owner would all help. KM asked what the likely time scale was.  DA explained that due to the varying timing criteria of the different bodies involved, about eighteen months would be needed to put the scheme together.  During this time the hall was deteriorating and some interim improvements would have to be made following the survey.
  4. Any Other Business: (i) GW told the meeting that it had been twelve years since title of the Common had been applied for and the Commons Committee would apply for full title during 2018. Everyone living round the Common is a trustee, but they had given up their Common Rights.
  • Twelve local people had worked incredibly hard to tidy up the graveyard and remove ivy from the wall and were to be congratulated on their very successful input.

GW thanked everyone from coming and hoped to see them at next year`s meeting.

Meeting: 7th February 2018

Minutes of a Meeting of Hanworth Parish Council held on

Wednesday 7th February 2018 at 7.30pm in Hanworth Memorial Hall

Present:  Gill Wilton (Chairman), Sally Martin, Charlie Penrose, Bob Ranger, Jenny Sackin, Liz Thompson, Dee Holroyd (Clerk).

  1. Apologies for Absence: none
  2. Minutes of the Meeting held on lst Novemer 2017: were agreed and signed by the Chairman, proposed CP, seconded JS.
  3. Matters Arising: JS and GW were organising the website. JS had been in touch with Peter Kaye of Knapton PC.  He had put her on to Wayne Beauchamp, who could set up at a cost of about £250.  Subsequent

annual cost should be about £50.  Costs for set up and the new lap top can be reclaimed via the government Transparency Fund for Smaller Councils.  DH to complete form when all information received.

  1. Finance: The clerk reported a current credit balance of just under £1000 with the precept of £1150 due in April.  A cheque for £231 for the clerk and office expenses was signed.
  2. Trees in White Post Road: another survey was needed.  DH to obtain three quotes.
  3. Web site: discussed under item 3.
  4. Correspondence received: had been circulated.
  5. Any Other Business: (i) LT had seen an article on Land Banking.  This was not thought to be a threat to Hanworth. (ii) GW thought there should be a Village Plan for Hanworth.  GW and SM might attend a meeting on 27th February Sheringham on the advantages/disadvantages of having a plan. (iii) SM had had a response from Highways about lorries using White Post Road.  If there was an accident, the `not suitable for heavy vehicles` sign in White Post Road would be relevant.  (iv) DH to write a letter of condolence to Brian Thaxton on behalf of the Parish Council.  Elma Thaxton had served Hanworth Parish Council as Chairman for a number of years.
  6. Date of next Meeting:  This would be the Village Meeting and the Hanworth PC Annual meeting which would be held on Wednesday 2nd  May at 7.00.  GW would try to get as many residents as possible to attend.
